Jonathan Asks Senate To Extend Emergency Rule

President Goodluck Jonathan has asked for the approval of the Senate to extend the state of emergency imposed on three northern states under the terror of the violent Islamic sect, Boko Haram.

Senate President David Mark on Wednesday read a letter Jonathan sent to the senate on the request.

Jonathan in the letter noted the efforts of the military and cooperation of the people in the affected states toward his government’s efforts at curbing the criminal act but noted that security challenges in Adamawa, Borno and Yobe states compelled him to seek an extension of the emergency rule for another six months from November 12.

In the letter, dated November 5, 2013, the president noted that members of Boko Haram were still holding sway in some parts of the affected states.

He said an extension of the state of emergency was pertinent in order to restore full normalcy.

Jonathan’s letter read, “May I respectfully draw your attention to the State of Emergency Proclamation 2013, in respect of Adamawa, Borno and Yobe states, which was approved by the National Assembly.

“By virtue of the provisions of Section 305 (6) (c) of the Constitution of the Federal Republic of Nigeria, 1999, the proclamation aforementioned will elapse after a period of six months from the date of approval except the period is extended by the National Assembly.

“As a result of the laudable efforts of our security agencies and the support of the citizens in the affected areas, we have achieved considerable successes in containing the activities of the terrorist elements.

“However, some security challenges still exist in a few parts. Consequently, it has become pertinent to request the approval of the Distinguished Senate for an extension of the State of Emergency for a further period of six months, during which time it is expected that normalcy would have been fully restored.

“In view of the foregoing, I most respectfully request the Distinguished Senate to consider and approve by resolution the extension of the Proclamation of the State of Emergency by a further period of six months, with effect from 12th of November, 2013.”

Meanwhile, Adamawa State Governor  Murtala Nyako said the people of the state were opposed to any attempt to extend the state of emergency.

Nyako said it was sad that President Goodluck Jonathan succumbed  to pressure to extend the  state of emergency in Adamawa when there was no condition to warrant it.

The governor who spoke through his Director of Press and Public Affairs, Ahmed Sajo, said, “President Jonathan has sent a document to National Assembly seeking to extend the politically, motivated State of Emergency in Adamawa State despite the absence of all conditions that warrant the declaration in the first instance.

“As a Government, we see this as an affront on the people of the state and a negative reward for their endurance and cooperation so far.

“We call on the National Assembly to review the situation carefully and treat every state on its merit. It is not fair for a President to be so disdainful towards the welfare of his people. We condemn any attempt to extend Emergency Rule in Adamawa State.”
