VACANCY - PROGRAMME OFFICER

DFID Nigeria is responsible for managing the British Government's contribution to development in Nigeria, with the objective of supporting governments at federal and state level to reduce poverty in order to achieve the Millennium Development Goals (MDGs).
In Nigeria DFID's focus is on supporting improvements in governance, particularly public financial management and the delivery of basic services, and on strengthening the environment for non-oil growth which generates employment We work to achieve this through various programmes at federal and state level and with civil society. DFID Nigeria was set up as a developed country office in 2001. It has a very committed staff and is a fun place to work. Our staff are split across 4 offices: the main office In Abuja and regional offices in Kano (covering Northern Nigeria); Enugu (covering the South East) and Lagos
(covering the South West).

The following positions are available in the Abuja and Enugu offices for immediate employment:

JOB SUMMARY:
To provide administrative support to ensure that the programme team meets the highest standards in compliance with DFID corporate policy and procedures, thereby contributing to DFIDN's strategic objectives. As part of the team, the Programme Officer will assist in the management of the team's portfolio which will largely involve, but is not limited to, project cycle management including financial management and reporting.

SPECIFIC DUTIES AND RESPONSIBILITIES:

Project Support: In conjunction with relevant colleagues, assist with all aspects of the end to end programme cycle management including, where appropriate representation atmeetings and provision of briefings, programme visits and logistic arrangements.
Programme Cycle Management: Assist in project/programme identification and design and with the actual launch and implementation; Assist with the planning of and active participation with on annual reviews of projects; Assist the Technical Advisers to prepare narrative reports on assigned projects for the purpose of the Monthly Proqrarnme Review meetings, and lastly ensure effective sharing of information within team.
Procedural and Financial Management: Ensure compliance at all levels with DFID procedures such as issuing contracts, making payments and information registry.
Corporate Responsibility: Assist with other corporate responsibilities such as logistics for the preparation of any retreats, seminars, and high-level visits from Headquarters
and with preparation of returns (including briefings) to Headquarters/other UK Government Departments as necessary.
Personal Development: In agreement with the reporting officer and subject to availability of funds and approval by the training committee, the programme officer will receive learning and development opportunities that will enable them to develop and apply a comprehensive knowledge of DFID procedures and bilateral aid management.

EXPERIENCE AND QUALIFICATION:
A University first degree for thesepositions is required and would preferably be in the Social Sciences; Candidates must be able to demonstrate suitable experience and proven ability in programme management, financial management and procurement.

VACANCY - ASSISTANT PROGRAMME OFFICER

SPECIFIC DUTIES AND RESPONSIBILITIES ARE:
Project Support: Support the team in all processesrelating programme identification and design to tendering, negotiating and awarding contracts toService Providers and consultants; Assist with the planning of and, where appropriate, active participationin annual programme reviews; and lastly, ensure effective sharing of information within team.
Procedural and Financial Management: Managing programme budgets on ARIES (DFID's Accounting system) and ensuring that data is accurate; Checkinginvoices and claims, requesting appropriate authorisations and processing requests for payment (including scanning of invoices); managing information loaded onto the Electronic Data Recording and Management System (EDRM).
Administrative Support/Corporate Requirements: Arranging meetings, workshops and other teams presentations, including attendance at programme related meetings and taking notes at the meetings; Other administrative duties that may be assigned.

Experience and Qualification: A University first degree for these , positions is required and would preferably be in the Social

The starting salary for the Programme Officer positions will be N5, 305,788 and N3, 814,920 for the Assistant Programme Officer positions per annum.
DFID Nigeria salaries are subject to local tax deductions.
