Job Title: M & E Officer
Location: Kampala, Uganda
Position type: Permanent (with 6 months of provisional period)
Starting Date: 11th January, 2015.
The Position
In order to effectively measure the impact of the programme at large scale, STIR is looking to hire an M&E Officer to manage large amounts of STIR data with high degree of speed, accuracy, and attention to detail.
The M&E Officer will work closely with STIR’s Monitoring and Evaluation Lead and with STIR’s existing team of managers and other staff in the Uganda office as well as with colleagues in India.

As STIR Uganda’s M&E Officer, your key responsibilities will involve the following:
Support STIR Programme Managers in ensuring prompt an4 accurate data collection and entry in electronic database
Maintain and update STIR’s internal and external databases containing programmatic and operational information
Update, maintain, retrieve, and prepare data for analysis by sorting, cleaning and reviewing existing information
Checking source documents for data accuracy and quality
Transcribe qualitative data gathered in audio or video format as required
Support with data analysis requirements for both qualitative and quantitative data, including understanding key highlights and trends across programs as required
Support with field activities related to evaluation, data collection and data quality control
Support the Monitoring and Evaluation Lead in the design of data collection templates and forms as required
Comply with data integrity and security policies
Support with the migration of data onto STIR Salesforce platform
Support on any other Monitoring and Evaluation tasks as required
As STIR is a growing organisation, support on any additional tasks as required
Required Skills & Experience
The ideal candidate has demonstrated interest in managing and handling large amounts of data.
Candidates with prior experience preferred.
Candidates should possess:
Degree or higher
Experience in managing data collection, entry and analysis and knowledge about using and managing databases
Proficiency in using MS Excel, Microsoft Access, and other relevant software
Experience in monitoring and evaluation, preferably in the education sector
Advanced computer skills and proven ability to enter data at fast speed
Proficiency in speaking and understanding English

Attention to detail
Patience to handle and manage large data sets
Information management and the ability to provide relevant information on time
High degree of planning and organising
Ability to work under time pressure
Flexibility and a willingness to adapt and collaborate with the team
Demonstrated maturity to work in fast paced environment
Humility as you work with people from a wide variety of backgrounds and experiences
Creative especially in terms of finding ways to overcome the challenges of managing data sourced by different team and at different time
Open and keen to learn new software, tools, and improve and grow with the organisation
Highly organised and professional in approach to manage information
Strong commitment to excellent education for all and a belief in teachers as innovaters to lead change in the system
Positivity and optimism such that you can motivate others during challenging times
Flexibility and a willingness to adapt and work in low-resource settings
Humility as you work with people from a wide variety of backgrounds and experiences and openness to learn from their experience
Innovative - especially in terms of motivating people and finding ways to overcome the challenges of working in schools in low-income communities
